D. Campus Updates

 (i) Extremely important and dangerous issue on stray animals in the campus

Email from Director, OFAM (10 Mar. 2019)

Dear AIT Community especially the residents in the campus,

Recently, OFAM has received reports of the increase in numbers of stray dogs as well as cats in the campus.  As much as we can, we tried many strategies to solve the issues of stray animals, even assigning Security staff to catch them and constructing temporary shelter to house them.  We even invited professional dog catchers to come but after sometime, dogs will come back to the campus again.  At present, we do not receive much support from Livestock Officer or Veterinarian due to the strong punishment in the "Cruelty Prevention and Welfare of Animals Act" which was announced 3 years ago.

We believe that even though this problem cannot be completely solve, but it can be minimized if the community will help us to stop especially animal lovers in feeding and giving food  to these stray animals.  During our regular survey, we found many residents, students and staff feeding the stray animals by giving them food outside the buildings as shown in the picture attached.  In addition, we also found many residents put their trash in bags BUT did not put the bags in the trash bins, even though the bins were not full (see photo).  These bags can be the food sources for these stray dogs, cats or monitor lizards as well.

This problem is not only in our campus but also in Thammasat, NSTDA and many places in Thailand.  In the news, there were reports of stray dog attacks biting people and putting the victim's life in danger https://www.bangkokpost.com/news/general/1620542/hm-the-king-helps-boy-s... .  The more serious problem than the injury from the attack is the "Rabies".  Last year, there were 17 people died because of Rabies in Thailand and many provinces included Bangkok were declared as Rabies Red Zone.
Please see the below message from one of our students who faced the incident on Friday.

"Last night (March 9) on the front main road of SOM leading towards 711 (left), when I was going back to my room, I was surrounded by 6-7 ASTRAY DOGS. God saved me, and I am grateful for those youngsters who stopped there at the road end till I was able to reach the intersection. I strongly raise the issue of ASTRAY DOGS and want to bring it in your Notice.  Such ASTRAY DOGS rooming around the campus since evening till night and make AIT HORRIBLE, EXTREMELY UNSAFE and DANGEROUS place to WALK, RIDE and LIVE.  Nobody will suffer only that STUDENT will feel suffer BADLY, who will be bitten by the DOG will suffer with DISEASE and PAIN. I am strongly requesting to TAKE ACTION against ASTRAY DOGS BEFORE IT’S TOO LATE for any student."

OFAM already directed the security guards to provide more patrolling in the areas where we found these dogs.  However, we don't want any incident or tragedy to happen in our community, especially to our children, thus we request everyone's support and cooperation to help us in the following:

1.  Report to the Security staff (or call 02-524 6000) if stray dogs or cats are found inside the campus.
2.  Do not feed or leave food for them outside the dorms and residential areas.  If you see the people are feeding food to these stray animals, please warn them or call OFAM Call Center at 02-524 5800.
3.  Please help keeping the campus neat and clean, do not throw the trash on the ground and put your garbage in the bins.
4.  Please inform OFAM if anyone knows any organization or foundation to contact for stray animals.  At the moment, Rangsit city, Klong Luang and Ta Klong municipality informed us that they cannot help us as they already have many cases on this issue.

Lastly, we want to warn anyone who regularly feeding the stray animals and we will seriously check the areas where we found the food.  If identified, fine will be imposed and written warning will be sent.  This warning also goes to students and staff who still keep their dogs and cats inside their accommodation units.  Please be reminded that as per AIT policy, pets are not allowed in student dormitories and staff accommodation units.  Pets are allowed only in faculty houses # 9 to 27.

Thank you very much and we are looking forward to your kind support, cooperation and understanding on this issue.
